Second, unlike most other trade agreements, the two sides negotiate on the same objectives: the elimination of illegal timber and improved forest management. A key element of the FLEGT action plan is a voluntary scheme to ensure that only legally harvested timber is imported into the EU from countries that agree to participate in the scheme. Countries that implement the VPA: six countries have concluded the VPA negotiations and are implementing their agreements with the EU: Cameroon, Central African Republic, Ghana, Liberia, Indonesia, Republic of Congo Although no country has yet begun licensing FLEGT, two countries – Ghana and Indonesia – are close to this goal.   This platform was created in collaboration with the FAO-EU FLEGT programme as part of the EU-funded Multifunctional Landscape Management Project in Sub-Saharan Africa: Managing The Trade-Offs between Social and Environmental Impact (GML). The VPA aims to ensure that wood and by-products exported to the EU come from legal sources. The agreements also help timber-exporting countries end illegal logging by improving the regulation and governance of the forestry sector. VPAs are voluntary for timber-exporting countries. However, once a VPA has come into force, it is legally binding on both parties. One of them, Indonesia, issues FLEGT authorizations. These countries are called VPA partner countries. This is why the unique combination of trade levers and governance reforms of a VPA and its multi-state approach can achieve social, environmental and economic objectives in negotiation and implementation.
DG Environment is at the forefront of the implementation of the AP FLEGT, including the negotiation and implementation of the FLEGT-FPA with Southeast Asian countries. APVs have been signed with Indonesia and Vietnam and negotiations are underway with Laos and Thailand. VPA negotiations with Malaysia have been suspended. The FLEGT regulation adopted by the EU in 2005 as part of the FLEGT action plan authorises the European Commission to negotiate VPAs with timber-exporting countries.  Indonesia is the first country in the world to begin issuing FLEGT licences on November 15, 2016. FLEGT authorizations are issued by the licensing authorities in Indonesia, which are independent organisations registered with the Ministry of Environment and Forestry of the carrier country. The EU`s FLEGT mechanism has developed the Unpacked VPA, a series of clear and useful descriptions that explain some of the key concepts of the EU`s FLEGT action plan, voluntary partnership agreements and the structures and processes that have been put in place in various VPA negotiations. On the AAE Unpacked Six countries have ratified voluntary partnership agreements (VPA) with the EU.
