A key element of the FLEGT action plan is a voluntary scheme to ensure that only legally harvested timber is imported into the EU from countries that agree to participate in the scheme. The FLEGT regulation adopted by the EU in 2005 as part of the FLEGT action plan authorises the European Commission to negotiate VPAs with timber-exporting countries. [5] Indonesia is the first country in the world to begin issuing FLEGT licences on November 15, 2016. FLEGT authorizations are issued by the licensing authorities in Indonesia, which are independent organisations registered with the Ministry of Environment and Forestry of the carrier country. The EU`s FLEGT mechanism has developed the Unpacked VPA, a series of clear and useful descriptions that explain some of the key concepts of the EU`s FLEGT action plan, voluntary partnership agreements and the structures and processes that have been put in place in various VPA negotiations. On the AAE Unpacked Six countries have ratified voluntary partnership agreements (VPA) with the EU.
